ALDA – The European Association for Local Democracy within Media Dialogue project implemented with the financial support of European Union is launching a grants programme for supporting media organisations in Kyrgyzstan.

The Media Dialogue project aims to strengthen the national media environment by engaging media outlets in Kyrgyzstan alongside public decision makers and civil society in a dialogue about the challenges facing the media sphere and by harnessing their potential in promoting media policy and legal framework reform in the sector.
The project is implemented by a consortium of five organisations: European Partnership for Democracy (project lead), ARTICLE 19, Westminster Foundation for Democracy, Media Policy Institute and the European Association for Local Democracy (ALDA Europe).
The project is implemented with the financial support of the European Union.
Media Dialogue will offer a series of grants to media organisations active in the Kyrgyz media space or to consortia led by such media organisations who develop and deliver advocacy and public awareness campaigns through their content and/or physical or virtual events promoting reform and modernisation in the media sphere in line with global trends and international standards. The grants programme is managed by ALDA – the European Association for Local Democracy.
Under this call for proposals, applications are accepted from individual media organisations or consortia led by such organisations in which case the lead consortium partner will submit the application in the name and on behalf of the entire consortium.
Grant Program Priorities
The overall objective of this call for proposals is to strengthen the media environment in Kyrgyzstan, to support the provision of public service value content and high-quality journalism and to promote media policy reform.
The specific objectives of this call of proposals is to support media institutions in delivering advocacy campaigns to raise public awareness of the need to maintain and promote freedom of expression, high quality journalism, public service values content, access to information and other constituents of a free and democratic media environment. This might include (but is not limited to) advocacy activities that contribute to:
- Improving access to information for both media organisations and the general public by pushing accepted boundaries and limits practiced by the state actors and allowed by the current legislation in accessing information and data in a quest for legal improvements in this area;
- Increasing the transparency and accountability of the Kyrgyz public authorities;
- Practising and promoting accurate and factual journalism based on evidence and verified, trustworthy sources as a way of countering fake news and disinformation, including in relation to the current COVID-19 emergency;
- Generating and spreading the culture of producing content based on stringent editorial standards and procedures observing internationally established norms such as practiced by public service media;
- Promoting science-based reporting of publicly important events or crises and holding the authorities to account by questioning their conduct or actions in situations such as the current COVID-19 emergency.
Applicants producing content in the Kyrgyz language and operating in regional markets are encouraged to apply.
Eligible entities under this call for proposals are to be active media institutions (media outlets, professional associations, unions, CSOs) officially registered in Kyrgyzstan. In the case of consortia, the lead partner must meet the above definition. If the lead partner is a media outlet (for-profit), among consortium members should be at least one not-for-profit, CSO or professional association operating in or related to the media sphere. A single particular organisation or consortium may submit only one proposal under this call. A consortium member (either lead or non-lead partner) may not submit a separate project proposal on individual basis.
Budget and financial criteria
The maximum budget requested under this call of proposals shall not exceed 30,000 euro and will not be less than 15,000 euro. For applications coming from a consortium of organisations, the maximum requested budget can go up to 60,000 euro. Salaries allocations should be of maximum 20% out of total requested amount, while overall institutional costs (office rent, salaries, office maintenance costs etc.) should not be more than 35% of the budget. Equipment purchase under this call should not exceed 30% of the budget and might be subject to special provision in grant contract and procurement proceedings.
Alternative co-financing sources are encouraged, but not mandatory.
The grant will be offered in several tranches based on project progress. The budget form should offer clear and detailed information about the way that offered resources will be spend. It should reflect real costs and be in full correspondence with the activities reflected in the proposal.
Project duration and deadline
Project duration should be determined by the applicant but should not exceed 6 months of implementation.
The deadline for submission is May 10, 11:59 PM (Bishkek time).

Uncompleted applications will not be considered.
European Association for Local Democracy (ALDA) reserve the right to ask for additional documents shall it be needed for a knowledge-based decision-making regarding grant awarding. At the same time, ALDA can decide not to award any grant in case the quality of the submitted proposals will not correspond to listed criteria, in case of force majeure situations or in case the European Union will suspend its support.
